The Second Division League is not new to the Qatar Football Association; it has been organized for several years, with its inaugural edition held in the 1996-97 season. The league was relaunched in its new format on 20 September 2017, initially played over three rounds involving five teams, comprising 15 weeks with a total of 30 matches per season.
The updated version began in the 2019-2020 season with eight clubs participating after the QFA Executive Committee approved the inclusion of Al-Nasr (renamed Al Waab) and Lusail—teams previously competing in the Qatar Amateur League—starting from the 2019-2020 season. Their participation adhered to the regulations of the Second Division League and Second Division Cup, which initially did not grant these two teams the right to be promoted to the Qatar Stars League. This decision reflects the continuous efforts of QFA to seek better options to further develop Qatari football in general, bringing the number of participating teams in the Second Division League to eight each season.
During the 2023-2024 season, Al Bidda, Al Waab, and Lusail were granted the right to be promoted and participate in the EXPO Stars League, as well as their first-ever participation in the 52nd edition of the Amir Cup.
It's worth mentioning that Al Bidda was the first club from the amateur ranks to join the Second Division League during the 2018-2019 season. This was approved by decision No. 16 of 2018 concerning Al Bidda Sports Club, a move that proved successful due to the strong performances they delivered throughout that season.
According to the regulations of the Second Division League, the standings of participating teams are determined based on the total points accumulated throughout the competition, with the championship awarded to the team finishing first with the highest points.
Regarding the promotion and relegation system, it remains consistent with previous seasons, as follows:
A: The team finishing first in the Second Division League is promoted to the Ooredoo Stars League.
B: The team finishing second in the Second Division League plays a play-off match against the team finishing eleventh in the Ooredoo Stars League.
D: If the play-off match ends in a draw, it proceeds to 30 minutes of extra time, split into two halves. If the match remains tied after extra time, it is decided by penalty shootouts.
